Mao Slogan 100 Flowers refers to a Mao Zedong slogan popular during the Cultural Revolution. The slogan was: “Let a hundred flowers bloom; let a hundred schools of thought contend.” With this slogan, Mao encouraged intellectuals to criticize the party - only to imprison them and often send them to camps.
This tactic is based on one of the 39 stratagems: “Muddy the water and then fish".
